- ➤ A Topeka man, Steven M. Rule, 39, was taken into custody at 4:30 a.m. on May 13 for a stolen vehicle investigation in Shawnee County — two others were arrested after a gray Hyundai Sonata crashed on April 24 near Topeka. WIBW
